latest beta patch march 1806 seems anyone with Marshal in their name has a seniority rating of one same as Napoleon. This also includes Jean Baptiste and Jean Lennes among others. Also Adolphe Mortier seniority 6 can form an army, but Bon-adrein de Moncy seniority 2 can't?

What number of stars do they have?
The seniority scale is per rank: one for *, another for **, and ***
A seniority 1 leader with ** will always be under a *** no matter what seniority the later have.

To form Armies the leader needs to be *** at least if i'm not mistaken.

I accidentally made de Moncy an Army (he was a 3-star) and had to reload the game because he is too awful to be an army with a 3-1-1 (?) rating! I may have promoted him in 1805 though to 3-star, not sure if he starts off as a 3-star.
