1) I can understand that, but, in that case, Neuchatel should be French.

2) Article 23 of the Treaty of Pressburg is clear:

"Immediately after the exchange of ratifications of this Treaty, the Commissioners will be appointed on each other to deliver and receive, on behalf of the respective sovereigns, all parts of the Venetian territory not occupied by the troops of HM the Emperor of French, King of Italy. The city of Venice, lagoons and land holdings will be delivered within fifteen days; Istria and Venetian Dalmatia, the Bocche, the Venetian islands of the Adriatic, and all spaces and strong they contain, within six weeks from the exchange of ratifications.
The respective auditors will ensure that the separation of the Austrian artillery exactly made the first to remain in full to the Kingdom of Italy. They will determine, by mutual agreement, the species and nature of objects belonging to His Majesty the Emperor of Germany and Austria should therefore remain available. They agree, or the sale to the Kingdom of Italy of the imperial artillery and above objects, or their exchange against an equivalent amount of artillery or objects of the same or different nature that would be left by the French army in the hereditary states. It will be given every facility and assistance to the Austrian troops and civilian administrations and military, to return in the states of Austria by the most suitable ways and safer, and to transport the Imperial artillery, stores land and sea, and other objects that have not been included in the stipulations, or sale or exchange that may be made."

"The Bocche" are the coastal areas lying along the eastern coast of the Adriatic. Napoleon wanted to limit the influence of the Coalition in the Adriatic, protect the eastern coast of Italy, and offset the Russian occupation of Corfu. In 1806, Marmont was sent, with a Corps, to occupy the Dalmatian areas, and made Governor General. During the 1806 Campaign, the Adriatic area had to be considered by the Coalition, and during the 1809 Campaign, there was an Adriatic Campaign involving the French, Austrians and Russians. The Treaty of Schönbrunn was signed on October 14, 1809, which would make the "flipping" of these regions too late for the historical campaign there. Also, with the loss of Tyrol to Bavaria, Venice, and the Illyrian and Dalmatian areas, Austria was effectively crippled, and unable to wage war for almost four years, which was another intended affect.

EDIT: After further research, this territory award did not include the in-game regions of Trieste, Caporetto, Idirja, Postojna, Kocevje, and Cernica. These regions were awarded by the Treaty of Schönbrunn.

Napoleon had to make an addendum to enable supplies to pass through Trieste.

In most treaties there were articles that allowed fir supply and depots and garrison troops.

Don't forget that in Pressburg Austria also lost the two provinces that are near southern Baden and wurtenberg as well. See the email I sent before xmas
