Austria fixed units

I am playing a pbem game as Austria vs. a human French player in the campaign game. At turn 2 or three, almost every Austrian formation became fixed. This lasted two full turns, and then they all unfixed. Any ideas what causes this?

Yes, an event (you should see an information line inside your messages) if you played the August 1805 or Austerlitz campaign. This is the infamous "Schulmeister" event (a spy who induced general Mack to stay idle)
