The tab key - how does it work?

Discovering the tab key is one thing but I'd like the easy steps guide as to how and when it works.

1) Click on flag, set interest for that faction to neutral (button lower right)
2) Click on interest button, there's 3 of them (button lower left)
3) Click on map any number of regions
4) Close window

Thanks, thats what the tooltips tell me if I hover over the icons within it. But I need the idiots guide to get the full picture. Is it meant to influence allied troops movement or what. So does lack of interest mean you don't want them to move there or is that the reverse, and do you have to paint all the areas you don't want them to move to get them to move where you do. I'm playing Russia in a game and the icons shown are Austria, England and I think Georgia but there are more powers than that fighting against the enemy so which countries appear and why. In your thread some contributors were discussing buying or using options - so does the tab options change in line with national modifiers or something else.

Lack of interest = don't go there
Interest = go there
