A Question on Annexation

I remember reading from earlier posts that with enough war score, any enemy province bordering one of yours with 20% Loyalty to you, or more, or any enemy province with 20% loyalty or more to you can be annexed.

However, I invaded the USA in 1807 in the GC, and have 30% loyalty from New York and the East coast, a war score of 113, and 36% loyalty in Charleston.

Yet I can only request Georgia and Louisiana in peace deals. Are the rules for annexation different than I recall?

No one can annex the USA.... LOL, in fact no special rule for this one...just funny it behaves likewise

I have also encountered the same issue. I played as Prussia and occupied whole of Hesse (all towns) plus destroyed their armies and waited for a few months to raise war cost and raise loyalty in one of their towns (in the NE of Hesse) to 20+, but I still cannot ask for it. It seems that it the loyalty rule (20%) now only applies to regions you originally control at the start of the war. Is this WAD or a bug? It defeats the whole purpose of having a war if you cannot take regions.

Actually, I have been compiling a list of suggestions about the game based on a few single player games and a PBEM. I will post it either today or tomorrow. It focuses on Diplomacy (especially Peace Treaties) and Replacements.

The game is brilliant, your best work thus far. The only thing I would recommend revisiting (other than balance and bug fixing, of course) is replacement system and diplomacy. Also, please make a DLC with 1812 start (a must for PBEM), 1809 start, and maybe Peninsular Campaign and Egypt scenario. I would buy it instantly.

The rules are that to ask a region, you should have 20% loyalty in it and there are at least 2 regions adjacent to it that are already part of your nation (unless there are less than 2 land connections, in this case the test is not made). Also you can only ask for a capital if this is the sole remaining region of the country.
