occupied capital

I am sitting in berlin as the French player, the peace treaty the Prussians propose is rather silly. What benfits do I get for just camping out in their capital? Does it affect their country?

It seriously hampers them in various way, production & morale. Also you gain warscore each turn so you can demand more if you wait some time.

Note that Prussia (like Austria and Russia) have 'Dual Capitals' (one of their national modifiers). What this means is that each of their capitals costs twice as less 'damage' when lost than usual...therefore sitting in Berlin will harm them, but probably not as much as expected...you'll need to go after Memel (the second capital) too ! Which by the way may help trigger the Peace of Tilsitt option.

Also don't forget to go after Warsaw in force, that would help creating the 'Grand duchy of Poland' and further weaken the Prussians (and do so before making any peace with Prussia and/or Russia !!!)
