I decided to play a previous turn in a campaign, the units were locked, they could not move. I then played the normal turn campaign and once again the units were locked, they could not move.

You're going to have to be a whole lot more specific in your description of what you did and what you discovered and how. Also you should post your save of the game with at least Backup1.
