I'm planning to use light cavalry as my eyes out in front of my main force. However, (as France) my light cavalry units all contain horse artillery which can not be split off. Am I correct in assuming that the unit will use the speed/ evasion/ detection of the slowest unit ie the artillery. If this is so then how can I use my light cavalry as fast scouts with their high evasion values??

Yes, they are very useful. Only one chasseur unit starts the game without artillery... the others are already shackled to artillery which defeats their purpose as fast scouts.
