I've not come across across a "master map" of roads, but I think your best chance is look at campaign maps and try and piece it together. Esposito and Elting's A Military History and Atlas of the Napoleonic Wars is still the best source that I know of for campaign maps, though something like Chandler's Campaigns of Napoleon would be necessary to give proper context. West Point did a similar atlas too but I ended up donating it as the printing was poor quality and had less detail than Esposito/Elting.
So will all the campaigns be on the same map in game?
EDIT: I just rememberd the name of a French 19th century atlas I was trying to think of: Thiers! It's public domain and available online, and it seems just the sort of thing you're looking for. The first one covers the Directoire period along with some great general maps of France (
