Industrial overlay

It is currently very difficult to locate industries, especially for Russia. I know that they are in Tula, Petersburg, Moscow, but only because I played RuS ..

Then I saw that there are already some very nice icons like on the screen below (center over Brest-Litowsk)

Unfortunately it dissappears after the decision is set. Couldn't this be used for a kind of "industrial overlay"?
That shows:
1. industries as large icons.
2. war supply / money production (this actually existed in some other games, Spanish Civil War)
