Balancing Suggestions (after a PBEM game)

I have many suggestions to make. In a few days I will be finishing my first PBEM game and will post them all here. Many are, unfortunately, things that should have already been fixed as they have been sometimes already proposed in the beta section.

All in all, the game is fantastic, but if the human player decides to divert from the historical way of doing things, he is penalized heavily. The only standing complain of mine is the NM. The continuous lowering of NM literally breaks the game by 1916. Cohesion is so low, my Turkish troops cannot walk a single region without losing all their cohesion, reaching their destination "dead on arrival".

Anyway, here is the first:

- The alternate reality warplans are completely off with the NM penalties-bonuses they give. On the other hand, a player may choose the historical plan and then do in practice (on the field) totally different maneuvers without any kind of penalty. The EE player can literally cheat the engine by not attacking Germany, thus the CP player never receives his best German General (Hindenburg). In other words, the EE player essentially executes the Czar plan (all attack to Austria) without ever giving the serious -10NM penalty to the WE player. There is already information by players (from other PBEMs, probably) that by now almost everyone is taking advantage of this blatant loophole.
Care to unify Germany as Austria? Recreate the Holy Roman Empire of the 20th Century:
