Building German Bombers

I've never been able to build German or any Central Powers bombers.

I'm at air tech level 4 and it's Jan 1918.

I've actually captured some Russian bombers which I'm using, however I can't build my own. Why not?

I do not know. I have produced German bombers and bombed London. I wonder.
