I think this Russian "decision" can be activated too easily. Its conditions are met from turn 1, which is totally uncool for the CP player as he cannot do anything to influence this. If the conditions say about a certain number of elements in Armenia, at least there should be some input from the player/AI to meet these conditions, ie moving some (extra) units there. To me this decision is badly designed even before we go there. If we want to abstract the Turkish retreat and atrocities, we need at least to have some contribution from the CP player, before the EE player can launch this decision.

I suggest the conditions are altered so that the check for elements is done when the EE player is well into Turkish Armenia (the geographic area is shared by both alliances) or if the CP player brings extra units to defend, whichever happens first.

Agreed. If the Russians don't push south there's no reason for the event.

There does seem to be a bit of railroading in the game at the moment and as an alt-history fanatic I would love for their to be more flexibility in this events.
