Could someone clarify the mutiny events for me?

Hello, most of the text is fairly straightforward. However, what does the part about Rebel alignment passing three consecutive checks mean?

Ok, I am guessing a bit, but this seems to be what happens when a nation has troops which mutiny.
The rebel troops go through three checks while in a pre-rebel situation, that is, they still follow your orders each of three turns while the checks are being made.
The third time they say, yes we are rebelling, they do.
That is, the rebelling does not happen right away, but a few turns later they do.
