Don't know if bug. Anyone having this happen?

I am having troops loaded on ships only to find after the turn ended that they got off the ships before the ships left. I never had this issue before the patch, and now it seems like it is happening a lot.

Were they in a port that came under attack during the turn? If so the force has to be set on evade combat...

Not all of them, no. Some might have. I just felt it was not working as it was in my first game. I never had that issue, but I might have done something wrong, I suppose, just not sure how.

Check the transport capacity of your ships. I've had problems with transports losing all capacity.
