How come there isn't a scenario that lets you play as both the East and West allies?

Because of the Russian Revolution.
And so on that memorable day there appeared on the Prague streets a moving example of loyalty. An old woman pushing before her a bathchair, in which there sat a man in an army cap with a finely polished Imperial badge and waving his crutches. And in his buttonhole there shone the gay flowers of a recruit.
And this man, waving his crutches again and again, shouted out to the streets of Prague: "To Belgrade, to Belgrade!"

The Russian revolution AND the game engine.

Currently, you can't be in a same faction and have different national morale, railpool, money, war supply, conscripts... So the best way to simulate WW1 is by splitting the Entente between WE and EE. But if the engine was more flexible, we could have more possibilities.

Actually, you can play every scenario as the East and West Entente versus a Central Powers AI. Make you move as the West, save but do not execute the turn, make your move as the East, execute the turn.
Then make your move as the West, save, make your move as the East and execute the new turn.
This does work to play all Entente powers versus an AI Central Powers. No need for a special scenario.

Of course, by the same logic, one player can play both Entente sides versus a pbem Central Powers opponent, also if you wish a two player game.
