Did you load a French turn first and then loaded a German one? I used to see some crazy stuff in PON when the memory was full of previous data.

That has been there since pre-launch Beta. If you capture certain French towns, you get the option as the CP to build some French riverine ships. I guess it is WAD, but am not sure.
