How To Appoint Generals?

I have tried using the appoint generals decision, which runs 6 turns. Nothing happens during or after the fact. All the generals remain fixed in the diplomacy box and I can't put them anywhere.

The manual has been worthless.

Right now I have newly recruited stacks running around without generals.

How do I get access to these generals???

If they are in the off map box, simply click on the to send them to the game board.

Hi Crow!

Make sure you have enough money and EPs for the decision to fire. The new generals should appear in your capital city on the next turn. Every new year you should get a few new generals in your capital as well.
