Which turn does the weather affect??

Been playing this game for weeks now and I suddenly realised that I don't know which turn the weather is affecting e.g. late November 1914 I plan my moves in clear weather... when I press next turn and the turn is played out I finish in early December 1914 with snow on the ground. Did my troops move and fight in the clear weather of the planning turn or the harsh weather that I see on the new turn??

They experience clear weather, i.e you know beforehand what the weather will be. More user friendly!

Thanks Pocus. I thought that was how it worked... just wanted to make sure I couldn't get surprised by the Russian winter ;)
