Do non-activated generals MTSG?? Using Veteran activation setting.

They should unless they are locked. However, they have a 35% movement penalty, and thus can't get anywhere quickly, and might miss the battle (but then again might not).
Remember - The beatings will continue until morale improves.

Interesting. I guess they have changed the way that works from CW2. I'm pretty sure that I have read that in CW2 non-activated generals can not mtsg...
