Because the 2nd army has railroad guns that can only move through the railway and I see you have no control over those regions the 2nd army is passing through. In any case I agree that it's perhaps too much time.
Solution: Leave the Super Heavy Artillery (railroad guns) behind. You could bring another General from Berlin to take over these siege howitzers. Find one with the ability of "engineer" or "siege artillerist" or something like that for maximum effect. This will allow Bülow's Army to march anywhere he desires.

Yes, here's a potential solution. Bülow's 2nd Armee has already a potential candidate. Nonetheless, his high strategic value makes him work as Aide de Camp. I have never verified if AdC actually works as advertised (see manual). In the German Armies only the 2nd and 3rd Army have a second corps leader attached, and only the 2nd Army's Guard Reserve Corps has a high-enough strategic value (4) to be an AdC. Anyway, being an artillerist General with a high attack value, he is quite the beast to have for your railroad guns!
Here's proof:

Exactly! That's why Templer you also need to press the "railway movement" button if you want your infantry regiments to actually hop on trains and reach their destination in time.
