Have asked before in some thread but I think it was never answered.
There are some countries you can not declare war on, for example Spain. Will those always remain neutral or can you still get them to join your faction through diplomacy?
I would think that for example Spain would make an excellent Central Powers ally because it can attack France through the unprotected South!
Are you sure? Why couldn't Spanish troops have access to bordering South France regions or Portugal?

Spain is connected to France and Portugal:

I think you can in all three you mentioned. The two lines at 7 and 8 o'clock, where are they leading?
Spain could be a huge asset for the CP if it could be convinced to join. It could probably march and silence Portugal and Gibraltar, as well as terrify Southern France. Perhaps in the future we could author some what if events (extremely costly in Engagement Points!!) that could attempt to convince Spain get some alignment points either way.

My point was that it would be cool if they were able to join, not about the province connections.
I went through the game files, and there seem to be no Spanish units. Nor any Scandinavian country units.
That and the fact that you can not declare war on them leads me to believe they can not join the war in any case.
So my question would be - why can you do diplomacy with them in the first place?

Exactly. Future developments. Nothing to worry, the game has a long life ahead of it!
I am only beginning to dream on the potential mods we can write... already considering a Kensai's What If Mod with expensive (in engagement points) alternative reality events and decisions which could provide numerous other permutations to enjoy the evolution of the Great War. Another guy might author an OOB for the Spanish forces, a third one something else, etc. The game is already superb, but it can always be further improved.
I am only beginning to dream on the potential mods we can write... already considering a Kensai's What If Mod with expensive (in engagement points) alternative reality events and decisions which could provide numerous other permutations to enjoy the evolution of the Great War. Yes, I am also one of those who start a WW1 campaign and immediately think of the "what if" possibilities! 
Might actually look into modding a bit to see what can be done.
I still find it weird diplomacy is possible on those countries, though. Maybe something does happen when they reach 100 %? Like economic support, or allowing to move forces through the country?

I don't know but I placed a diplomat in Switzerland and it got to about 53% in favor of the Entente and that was after about 4 years.

Apologies for a quick thread hijack - Kensai, you need help playtesting that mod, count me in. I like your ideas, including the ones in the railroad pool thread.

I find it extremely hard to move nations with the "neutrality icon" as well. That 1% towards neutrality perhaps might need to be checked each turn as the diplomatic effect, not always active. But then we might have problems with historical entrance of said nations.
I think this and many other situations, however, can be fixed with "what if" events with costly engagement points. For example, we could have a CP event that costs the kitchen sink in 1915 but convinces the already German-admiring Swiss Commander-in-Chief Ulrich Wille to "align" his nation towards the CP, perhaps a one-time 10% alignment boost or something. But it should cost a lot so it won't be easily abused, especially in competitive playing... something like 50 EPs or similar.
I am extremely optimistic regarding the relatively underused Engagement Points mechanism. It's a balancing mechanism par excellence.

Well, that maybe not. The current mechanism portrays rather well the natural propensity of certain nations' politics to remain neutral, unless extraordinary measures are taken. This second part could be that EP-costly decision I envision.
This approach is probably the best as it won't disturb the vanilla balances of the game. Most players won't even care to spend such a high number of EP, unless they really want to investigate an alternative historical path.
