I find it extremely hard to move nations with the "neutrality icon" as well. That 1% towards neutrality perhaps might need to be checked each turn as the diplomatic effect, not always active. But then we might have problems with historical entrance of said nations.
I think this and many other situations, however, can be fixed with "what if" events with costly engagement points. For example, we could have a CP event that costs the kitchen sink in 1915 but convinces the already German-admiring Swiss Commander-in-Chief
Ulrich Wille to "align" his nation towards the CP, perhaps a one-time 10% alignment boost or something. But it should cost a lot so it won't be easily abused, especially in competitive playing... something like 50 EPs or similar.
I am extremely optimistic regarding the relatively underused
Engagement Points mechanism. It's a balancing mechanism par excellence.
