Putnik and Serbian GHQ

Apologize if this has been discussed in another thread. It seems like I read something earlier but now I can't find it. Playing EE and I can't put Putnik in charge of a Serbian GHQ. He's active and has 3 ***. I can make him a corps cmdr but that's it. Is Serbia forbidden to form a GHQ; i.e., as Russia's partner, only Russia can form the GHQ?

As a follow up: I have 4 Serbian generals in the off-map diplomatic boxes locked for 500 turns. Is there presence just for chrome or might they unlock by event at some point?

You have a decision card that says "Play on off map diplomacy boxes to unlock 6 generals. When you select that card, does the Serbian square go green? If so, you can play the card on the Serbian Box to unlock the 4 generals at a cost of 5 engagement points and 300 funds I believe. or may be cheaper if it is only 4 instead of regular 6?

I am unsure of the other question. Sorry.

The RGD does it. Thanks! I read earlier about this decision but didn't make the connection to the off-map boxes. I haven't even come close to completing my first turn; still just exploring everything.

GHQ can be formed only by 8 mayor nations. Serbia is minor nation.
I think the Form HQ tooltip says your nation isn't allowed to form HQs.

Unfortunately, the tooltip text doesn't specify that Serbia may not form a GHQ as a minor nation, but thanks for the update.
