If I go with the mouse over the railway symbol stands as zero.
I have some river transport ships.

2.Can it be, that the riverships will using for supply transport?

You need at minimum of 54 points for minimal transportation,
is shown in the Railroad transportbox.

As I understand it, there is currently no way to increase river transport capacity. Rail capacity generally starts at 0 (depends on war plan selected), and grows to a maximum in Oct 1914 (usually). The war plan chosen talks about the amount you start, and the amount it increases over time.

I believe that more is added when other countries join your alliance, but sometimes some is lost (show as a loss of rail capacity event). Not sure about this comment however.

Only physically building river transports can change your ability, and then only
when using those units to move troops.
