Enabling corps command and losing stats

When I enable corps command for certain officers they lose stats. 3-1-1 becomes a miserable 1-0-0, 4-1-1 becomes 2-0-0. This includes all new officers I order and all I get as CP during the first 1915 turn.

Bug or WaD? And if WaD, WhY?

This is WAD. Their stats will recover the following turn; simulates the initial organizational difficulties of setting up a command, commander getting a handle on the situation, his troops, their dispositions, etc.
