Western War Plan XIX Question

What is the point of units in Est (France) being automatically activated? None of French armies are there? They are all in Champagne.

They are activated for the first few turns.

Example. Just selected war plan XIX. This is Early August. As you can see, Neither the 1st nor 2nd are activated. Anyone else seeing this with War Plan XIX? Very repeatable for me. I have normal activation (large penalty) and I've restarted three times and every time both armies are not active.
