On the plus side we don't think that these RGDs are actually working.
We also have our doubts about the bombing troops RGDs. If they are working then it is not noticable. The amount of cohesion loss that they cause seems to be negligable.
- Improve rail capacity seems to subtract 50 ptz despite 100 written in tooltip. And it doesn't seem to improve RC as mentioned in message log.
- Requete doesn't seem to be improve max cohesion of troops when combined with regulares, civil guards etc..

In RepublicanPolOptions.zzz.sct requirements same for Republicans. Maybe I should check again, losing towns did probably decrease capacity.
