RC8: Complete Cotton Embargo for Free?

Playing as the south, I choose the Complete Cotton Embargo. It "signed it" but it did not deduct any money. I clicked on the two concessions and they did deduct the costs.

I saved, closed, restarted, and resumed and still had the same issue.

Same game, when I got the first chance to increase rail/river pool I only had 13k. When I clicked on the increase rail it subtracted it but showed as a positive. 13 - 40 = 27. Same thing for the river.

Mea Cupla: Feel the need to confess that I actually then used the bug to get both rail and river increases while actually making money on the effort. I apologize to my esteemed AI opponent....

I was able to buy on deficit Iron Works development in RC8.
