I'd like to note that Athena has created some Corps, so it's not as though she's completely broken.
That being said, there's a problem here:
It's late Spring of '63, and I've been holding the Potomac all year long. I've built up my Confederate Army of the Potomac significantly, and I'm ready to move on downstate Maryland in force. Union Athena has "turtled" in mostly Baltimore and Washington, along with a smaller force holding Annapolis; not the best of strategies in my mind (it allows me to cross the Potomac into Montgomery, Fredrick, and Carroll, Maryland unopposed, which is a bit silly since the union could be using the river barriers quite a bit more effectively), but it's not a completely horrible strategy.
However, it turns out that Athena is not using her forces optimally. I just beat Union General Dodge's detachment (!!) out of Annapolis with my own Corps under Longstreet. I was able to set my Corps up so that they would be mutually supportive, with one each in Carroll, Montgomery, and Anne Arundel, which allowed me to beat up on Dodge's well entrenched position in Ann Arundel:

Note that Dodge was left unsupported by any of the mass of surrounding Union troops because Athena hadn't made his force into a Corps. Dodge is now in Baltimore:

Notice how there's also a loose brigade, and two other independent detachments in Baltimore. Dodge himself is a 2* general, so that's not the issue.
The Union's Army of the Potomac is in Washington, DC; obviously well within range for Corps creation:
