Department of the Interior Panel - version 1.03

This is not new and it is purely aesthetic, but it needs fixing!

I've tried using the smaller font, but it has no effect. Seems the font could be made smaller, or the text could be placed on 2 lines, or the states could be abbreviated. As more options become available, more panes read like 6/6 in this image.

Hi Richfed,

The titles will support 2 lines for the next patch (which has no release date right now, I'm speaking of 1.04 here)
