Transportation of Supplies and Ammo

So I have read all the documentation and all the threads I could find about moving supplies and ammo. How does (or does) the game know which way to move supplies? For example in a game as the Confederacy I was fighting in IL and IN and was short on ammo. New Orleans and Mobile each had over 1000 ammo, but it never seemed to move North to where the need was. Does the game know to only move it north? For example I have a depot at Island Number 10 and at Cairo. If the game pulls ammo from the Island Number 10 depot to Cairo, won't the Island Number 10 depot just pull that ammo back from Cairo?

Empirically it doesn't seem that something is working right because in that game I have Railroad and River Transport in excess of Full Supply level and piles and piles of ammo in some areas, it just doesn't seem to want to move.

From New Orleans to Illinois, right? The basic is to have a chain of depots, distance being between 3 and 5 regions, depending of weather and terrain. Otherwise automated supply is prevented from working correctly, think of it as a power grid.

You can send back and forth wagons, manually, for regions not linked to a depot chain.
