'Draft' cards not working...

I have been attempting to use the 'draft decision cards'. I have placed seven such cards in areas where the decision is 'valid'. However, I have been unsuccessful EVERY time! Surely a 75% chance of success should yield at least some success. Am I missing something?

I didn't had problems with it. Maybe very unlucky, or maybe one dice for the whole turn. Try reruning the turn, change something and try again. They should work. It takes 3 turns to receive conscripts.
