Bombarding ships from cities/forts

Why do I have to manually set my guns to fire at passing ships?? This seems like unnecessary micro-management. Is there any possible situation when I WOULDN'T want my shore batteries to fire at the enemy??

When you don't want your guns to be torn to pieces by a superior naval force that's only passing by...

Good point. I haven't got to that point in the game yet... but I guess Billy Yank's fleet is coming soon :)
