i build one coastal cannon (forgot the name) and i could move it.

The game says its fixed in the region ,but u can move if u want by rail.

Has been that way since ACW 1, I used to park a Coastal gun in Norfolk just for entertainment value.

You can also load it onto ships and sail with it into an harbor.
