Guerillas, and Confederate action out of Canada

So, I was reading Battle Cry of Freedom last night, and he was talking about the Guerilla warfare that occurred during the Civil war (mostly in Missouri, but also in the Valley). In that same chapter, there was an entire section about Vallandigham's peace movement (collusion?) and Confederate activities out of Toronto/Windsor.

So... can there, and should there, be some sort of events or something, to model all of this?
The covert activities never really got anywhere, for obvious reasons, but still...
the (lack of) any real guerilla warfare has always bothered me a bit. There doesn't seem to be any real cost to allowing the loyalty of regions to fall, you know?

Just something that I wanted to bring up for discussion.

I could see some kind of event impacting loyalty in the NW....but I don't think it would be appropriate to see pro-confederate partisans pouring down form Canada...

There is one event that's been there like forever that fires I think in '64. Something about an attempted bank robbery that failed in Vermont I think.

One could have a couple of RGD's that could do some arbitrary damage to some structures. Maybe one that gives the South some money if it succeeds and maybe one that reduces the amount of GS and Ammo in a location. Both might give the South a small NM boost if successful. I wouldn't go so far as to destroying any structures though.

They might be offset by a chance of FI dropping slightly if not successful. The Canadians were not very thrilled at having Guerrillas operating out of their country.

The partisans were all Americans in the Union. One of the largest organizations was the Sons of Liberty.
The Confederates operating out of Canada were just operatives... diplomats, so to speak. Spies, in a way.

Anyway, they obviously shouldn't "pour out of Canada". I never mentioned or implied any silliness like that!

I was more thinking that Copperheads (and Jayhawks?) ought to be less directly placable, and more automatic. Like a percent chance of them appearing anywhere a region's loyalty fell below a certain percentage.
I don't know, just spit-balling here.

It might still be in the CW2 game engine or events somewhere, but I haven't see it fire. In AACW, in some regions or situations there used to be a chance that there'd be a rebellion of sorts and opposing troops would appear. RGDs for partisans and such have taken the place of this.

If you were going to model this out west it really ought to consist of something like two new factions, Bushwhackers and Jayhawkers. The Bushwhackers would be at war with the Jayhawkers and the Union, and the Jayhawkers would be at war with the Bushwhackers and the Confederacy. Neither of the new factions would be controllable by the player, and the largest units would be something on the order of a raider, more often partisan-sized. New structures could be created out west similar to existing Indian villages, an area would be defined for the theater and for their affinity. You don't want these units going way out of their area. There's a function for partisans (SetRevoltersInfos) that can be added in to a faction that will force a % chance per turn for partisan units to appear, disappear or "convert" (I don't know into what).

The factions are simple enough to create. Some of the other things I haven't messed with yet, but the SetRevoltersInfos function still works. The Mexican faction in CW2 uses it.

Other than in Missouri, which had kind of a nasty civil war within the Civil War, I can't think of any actual kinds of guerrilla warfare that actually happened in the North--not counting the draft riots. I certainly am not the historian to claim that there were never any Copperhead uprisings which did or could have done some damage to some facilities or something or just to sway public oppinion, but I personally can't think of any at the moment.

The South already does have the Copperhead Partisan units that it can generate per RGD. Barring anything anybody might educate me on, the only thing I can think of is whether the loyalty values in the border states are actually correct. For example I read once that in Maryland in the rural areas the loyalty to the Union was much higher than in the large cities of Baltimore and Annapolis, where a large Southern aristocracy influence public oppinion, but in the game in '61 the western rural regions are 40-45% CS loyal, and in the eastern regions--including Washington DC--the CS loyalty is varying from 55% to 65%, including the rural areas.

Looking at the border states in the Old North-West (Ohio, Indiana and Illinois) there is hardly a region that doesn't have 100% Union loyalty, is this is the area that AFAIK was rampant with Copperhead sympathies.
