Leader Promotion

On the french forum Linh'sha is making a remark about promotion : some leaders (e.g. McCulloch) can't be promoted. This was possible in AACW.

I've made a quick check in it is true that some officers don't have a model for 2 or 3 stars (e.g. McCulloch, Magruder, Huger, ...). As mentioned in the initial [url=http://www.ageod-forum.com/showthread.php?37682-Promotions-déception]thread[/url], it is strange that Lyon can be promoted to 3* and not McCulloch as both of them died before reaching this level.

Ideally this would be twofold: if you play with historical leaders, then it would be logical that some can't be promote beyond a certain level.
If you play with randomized general stats, then you should be able to promote them all.
I don't think this will be possible with the current engine.
