Export bales and other RGD's

Why is "export bales" a regional decision? Shouldn't this be a... decision, decision? You can only play it on a single region, regardless.
I'd think that it'd be more logical if it were located in the Government tab of the ledger. Maybe the treasury.

I think that the runners card suffers from a similar problem. Why does this need to be played on a specific region? Can the Union block it from happening (that's a possibility, I don't know)?

This was a design decision to simulate the cotton trade with Mexico. Apparently (I for one didn't know this), there was a large trade of cotton with Mexico, and then from Mexico to the world. This decision simulates this trade. That is why it is a regional decision, as we felt it needs to be played in Texas (where the trade happened).

Yea, but... it's not as though you have a choice in where to play it. Matagorda is the only region that "lights up", after all.
I see your point, I wasn't aware of that either. But... I wasn't actually aware of it until just now, when you explained it, either. I just thought that it was a queer design decision to use Matagorda (that it made something programmatically easier was my guess), although I also figured that it had something to do with Mexico as well. It's not as though we're playing it on Reynosa, or something.

If it's changed to be a government decision, like Complete Cotton Embargo, Trade Concessions, or Territorial Concessions, then that (trade through Mexico) could be explained in the description.
(actually... do the bales go away if you play the Complete Embargo?)

I don't know, it's not that big of a deal, but still...

To my knowledge, the bales don't go away for complete embargo. But they can rot in the warehouse. To my knowledge, the embargo and cotton bales RGD are 2 separate functions/ideas.

That was my guess. I'd think that they should go away if you declare a complete embargo. I mean... youre completely embargoing cotton sales, so...
