Buchannan captured along with CSN Virginia

The CSA surrendered Norfolk in a siege. I captured the CSN Virginia and Buchannan. He seems to be an active admiral for the Union now. Is that WAD?

Note - he appears in my stack in Norfolk now.

Buchanan resigned his US naval commission on the assumption that Maryland, where he had close ties with slave-holding relatives, would secede. When it didn't he tried to retract his resignation, but Secretary of the Navy Gideon Welles would have none of it and struck his name from the list of naval officers. It seems very unlikely he would have been welcomed back into the fold. So, I'd say a bug.
