Lee not unfixed after troops attacking Richmond

Union troops visited Richmond with a tourist visum.
However Lee (and the old guy who's there and is promoted up later on) are in Richmond but both were remaining fixed.
Now, a second small band of tourists is visiting Richmond, again, Lee isn't allowed out to play.

Is this a bug or am I misinterpreting the fixed/unfixed message?

Put him in command of a stack, when that stack is attacked he should unlock.

I tried that in the first attack and it didn't work.
Next time the Union pays me a visit, I'll try again.
