D.C. is a size 6 city. This allows 60 normal elements to occupy it for defense without over-crowding. Over-crowding gives the CSA an advantage in combat against the defenders. However, when the Washington redoubt is built, D.C. can only be occupied by 25 normal elements before being over-crowded. The last time I checked, 60 defenders are better than 25. Also, the reboubt event is unavoidable and it cannot be destroyed like a fort. Like the indestructable depots that I don't want or need, yet another structure makes the game less playable. The same situation holds true for the CSA with Richmond. The redoubt makes the capitals less defendable.
Further, the appearance of 10 light infantry brigades locked in the capital insures that the defending Divisions I had stationed there will most certainly suffer a 35% lack of command penalty in addition to lethal over-crowding.
The redoubt should have the stacking limitation of the city where it is built and not 25. The locked brigades should be in two locked Divisions.
