Can't Promote Leader

J.O. Shelby has earned 4 seniority points, at 76 from 80 and I can't promote him. he is located in Cape MO.

Well I do not know how to open a hist, but did you get a message that he is promotable?

Looking at his .mdl file in the GameData models folder he is not set up to promote.
I don't know if this is deliberate but it may be a tradeoff for getting him early as a divisional leader

I didn't get a message, but has the criteria changed to promote leader? In AACW it was a increase of 4 seniority. He is only a 1 star.

I doubt that JO Shelby gets a promotion. He never commanded more than a division and his promotion to Lt. General came from Kirby Smith, not from Richmond and came in May 65 after Lee had surrendered.

I think you will find that most of the leaders showing up in the Trans-Mississippi will be limited in promotions.

They were not all promotable in the beginning. That was a later change to AACW 1 (it allowed a generic promotion to up to 1 level over their historic rank). Thus, if no model, no promotion.
