Can Corps use Transports?

I can't seem to be able to load a formed Corps onto ocean transports, even while well within the weight limits.
Is there some reason for this behavior?

It eliminates the exploit of forming a corps and sending it away from the army - not a historical thing. For amphibious operation, a separate Army would be formed.
