The same event every turn - USA

Hi All,

I am playing as Union (last patch installed)
After selecting for the first time the option paying 1.5 dollar in order to get more volunteers during the game, this option appears automatically every turn. Result after 10 turn: no more money but 4166 of manpower!

Enclosed you can find turn (Early Nov. 62), can someone help me?
