River crossing battle bug

From a current game it seems that if you cross a river in assault mode using railroad movement into a province containing an enemy defender (MC still allowing railroad to happen) then the attacker does not get river crossing penalty. I suspect this is not working as designed?

If MC is high enough in the region to move by train, then it is high enough to not suffer the crossing penalty as you have sufficient foothold for unopposed crossing.
