Inexplicable Loyalty Drop in L & L

My loyalty in Louisville and Lexington unaccountably dropped 14% and 12%, respectively, in these two regions from L Aug '62 to E Sep '62. I'm playing USA against Athena. Generally, I'm doing well in the game and nothing occurred during the resolution phase of L Aug '62 that would warrant such a one-turn plummet in loyalty. Other regions may have been affected as well, but I just happened to check these regions and notice the precipitous drop. Loyalty in Lexington should have increased, not decreased, as I had just placed Buell in command of a small stack to raise loyalty in the region. Files attached.

What did you do for the EP (Emancipation Proclamation)? Me, I always choose Full Emancipation, I would never choose anything else.

Most likely explanation - there is a drop in Border State Loyalty, IIRC, for the EP.

The EP event fired in September of '62, but I haven't chosen my EP option yet. I've been waiting until I need recruits; or until I need to lower FI; or as a way to further lower the CSA's NM after the capture of Richmond or after the moving of their capital (preferably the latter of these three). I'm hoping the double whammy of moving or capturing the capital, coupled with the EP hit, will net me an early victory on NM. In any case, it appears loyalty drops in border states as soon as the event fires. I didn't know that; thanks for the tip; otherwise, I'd be wondering what they hay is going on.
