Possible bug with the defensive works decision card

I have BRS expansion and the new RC in use.

The card entrenches every stack in the region to lvl 4 trenches even if the maximum level possible is above that.

I have played it five times now and have not seen loyalty increase either. (I am getting other bugs though, so this may only be the case in my installation.)
