Captured Capitol and nothing Happened!

My opponent moved his Capitol to New York (Washington was besieged) and I have now just captured New York (it was still the Capitol). I expected a big national morale hit on the USA, but it actually went up!!

I have attached a save file.

I would have needed the backup1 folder to check what's (not) happening when the capitol is lost, do you still have it? Sorry for the long delay, missed this message.
