Difference between Cooper and Taylor

There seems to be a lot of conflicting information on the forum in regards to Training Officers. Some say that Richard Taylor can train militia/volunteers to regular infantry. I know that Cooper can, because soon as he popped I recruited a bunch of volunteers and some regiments went from 450 inf. to 600. Both Cooper and Taylor are marked as Training Officers so is there any difference between them? If so, would be nice to have that documented somewhere and settle the confusion once and for all. Atm I have Taylor parked with a volunteers so I'll see soon, but so far, he hasn't done anything (2 turns).

Not to me. I altered my copy of the game to keep Cooper fixed but in the game
and send militia and volunteers to him constantly throughout the war. Is Taylor
in a city with a depot? I think that matters. I hate wasting Taylor that way because
he's a good leader, but the CSA only has 2, and the Union gets 3.

Sweet it worked, I moved him to Nashville and my little guys are now conscript infantry, thanks!

Let it be known that Training Officers are not limited to upgrading conscript infantry to regular, they will upgrade volunteers too.

You get more bang for your buck upgrading volunteers than conscripts since vols are less expensive and conscripts usually upgrade on their own in 6-8 months and are decent fighters already.

Can also upgrade militia to regular as well. It just takes an extra turn, since they go from militia to conscripts, then to regular infantry.

Hardee starts out as a training master which is not as effective as training officer. I changed him to training officer which I think makes sense - you need to keep him involved fighting since he is an important general with high strategy, but when he hangs out for a turn he upgrades his division/corps. Considering he literally "wrote the book" on tactics which was used by the entire army before the war, I think it makes sense for him to have this attribute. I let Cooper disappear and use Hardee out West since Taylor comes so late. There is also a general I added named Samuel Jones who was a real trainer and fortifier during the war, I let him take over for Cooper because Cooper just faded away during the war like Winfield Scott. Samuel JOnes trains the Rebels out East for me because someone has to, they were great fighters and should be upgraded accordingly especially considering the small amount of elite brigades in the game compared to the Union.
