Spain and the Dominican Republic

I know this game is about the trials and tribulations of the norteamericanos, but I couldn't help wondering if the DR's reversion to Spanish control (unique in the Western Hemisphere) was reflected in the game.

From the wiki on the background of the Dominican Restoration War:

From what I've noticed in the game the DR is flying the pre-annexation flag. But changing the flag is merely cosmetic. The more relevant question is whether Confederate ships can take shelter in Santo Domingo and Barahona, and that may or may not have something to do with the CSA's relationship with Spain and/or the degree of control that Spain is exercising over its newly acquired colony at that particular moment.

I think in terms of the CSA relationship with Spain it probably followed the general runs of naval neutrality of the time which would allow provisioning and critical repairs but not fitting with weapons.

In game terms I think that would translate into supply and recovery of cohesion while in a foreign port but nominally not replenishment of ammo.

There were numerous breaches of those rules though.

Essentially it means making the DR behave like Cuba, which was still a Spanish possession.
