Edit: This is a screenshot of the terrains excel sheet for CWII, from what I can gather it shows the amount of the quota each unit will use, under the different weather conditions. Then we get a quota number of 180 for reg and 60 for support but then it says that wheeled is 48, I'm guessing arty is wheeled? Nevertheless the Fair weather gives a number of 48, that means that out of 60 you can only field 1 arty? Am I reading this chart right?

What does the Combat_Units_Offcost and Support_Units_OffCost mean?
I notice (in game under the elements details) there is a closed and open frontage, what are the differences ?

I believe the terrain sheet is giving a factor value per terrain/weather which is then used to calculate the quota of each movement-type.
If you want to understand frontage check these forum and Wiki articles: Frontage Primer, and Questions and AACW-Wiki: Frontage and AGE-Wiki: Frontage. Those will get you much further.
The _OffCost's may be a factor for Offensive Posture. Being that they are all '100' it would mean that there is no difference. Possibly in some AGE games the factor is different.

The table in your post has the raw numbers. Fortunately, the game offers an easier way to figure out how this works during play. If you press the '7' key you will activate the terrain overlay of the map. Click on a stack of your units and then cursor over the map regions. You'll get a menu that describes among other things how many elements (infantry or cavalry regiments as line elements or artillery batteries for support) the leader of your stack can expect to command in a battle in that region.

The numbers shown are the base number that would be able to line up on the front. Any other elements present would form a reserve that would only join the battle if some of the other elements at the front were to withdraw. A good commander in clear terrain with clear weather can command a multiple of this base number, as the Good Captain's links explain. So Lee or Grant can command scores of elements in battle.

The only other thing I'll ask for now is does the weather change from day to day? ex. You could make a order to attack the region next door but on day 4 of the turn the weather changes and now it's muddy?
Also, where can i see the frontages for forts and cities? I noticed that in those write ups on frontage they say that forts and citys have the lowest quotas, I only can assume they mean the quota value for the troops is the lowest, because then they turn around and say that city's and forts have the most frontage.

To my knowledge, the weather lasts the entire turn.
The frontage for the defender of a fort/city is the same as clear terrain. However, the attacker gets 25% less frontage. So the defender gets the most and the attacker somewhat less. This seems to be a universal condition for fort/city structures, since cursoring over a city or fort does not reveal this info.
